It depends - do a lot of Psi U's work at GS? Cause in that case they definitely know how to work the weather dome. Also, Andrew J Baca is a Freemason, and I know they dabbled in weather control in the late 1700s Munich. So maybe the combination of Psi U's and Freemasons is powerful enough?
